A Parking Space for $126,887: What Exactly Makes UT Austin’s Mulva Hall So Expensive?

One hundred twenty-six thousand eight hundred and eighty-seven dollars is housing-level money in Austin; in UT Austin’s new business-school building, it buys a single parking spot.

That isn’t me casually pricing concrete, white lines, and a license plate into a fortune. The number comes from the UT System Board of Regents minutes for the November 2024 meeting: the Mulva Hall project has 164 parking spaces, the parking garage’s building cost is $20,809,541, and the official building cost per car is $126,887.

The arithmetic checks out exactly:

The problem isn’t the division. It’s why a public university would allocate more than $20 million of construction cost to 164 parking spaces.

This isn’t a case of “underground garages are just pricier”

Of course an underground parking garage can’t be compared directly with a surface lot in the suburbs. It needs excavation of the pit, shoring, waterproofing, drainage, ventilation, fire protection, lighting, ramps, elevators, and stairwells. Mulva Hall’s garage is also two levels below grade; UT Austin’s construction advisory shows that new water, drainage, power, communications, and heating utilities also have to be connected around the site.

But UT’s own benchmark table already pushes the “underground parking is expensive” explanation to its limit. The minutes give this comparison:

In other words, the Mulva Hall figure is about 4.37x the Dallas median, 4.30x the Houston median, 3.64x the high quartile of other UT System projects, and even 2.07x the high quartile of national projects.

This isn’t comparing a surface lot to an underground garage. The most striking anomaly is presented precisely by UT System’s own chosen comparison group and official table.

What’s actually inside the $20.81 million?

One possible explanation is that this “garage cost” doesn’t only serve parking.

The below-grade structure may carry the loads of the entire high-rise; foundations, column grids, transfer structures, construction shoring, or mechanical-electrical space may also be allocated to the parking-garage package in the accounts. If the $20.81 million includes a large share of tower foundations and non-parking space, then “$126,887 per space” would overstate the marginal cost actually spent on the parking function itself.

But the public project cost table currently can’t prove that. Worse, it lists many related costs as separate line items:

  • Site Development: $11.62 million;
  • Institutionally Managed Work: $20.22 million;
  • Architectural/Design Services: $17.81 million;
  • Other Professional Fees: $10.03 million;
  • Project Contingency: $12.75 million.

So we can’t broadly claim that pipeline relocation, site work, design fees, and all miscellaneous costs were jammed into the garage’s $20.81 million. At least on the surface of the board-approved budget, they have their own line items.

That also means the most honest way to state the number isn’t “each painted parking bay cost $120,000.” It’s:

UT spread the $20.81 million garage building cost across 164 spaces, so each space absorbs $126,887; the public record is not yet enough to judge how much of that actually belongs to tower foundations or other non-parking functions.

This money isn’t easily earned back through parking fees

If you treated each space as an independent investment, and absurdly ignored interest, security, power, ventilation, maintenance, insurance, and vacancy, the static payback would be:

In practice the payback is only longer. The garage clearly isn’t an ordinary project that turns a profit on parking fees alone; it’s supporting infrastructure for an entire flagship teaching building.

The financing structure makes the same point. Mulva Hall’s total project cost is $425 million: $150 million from donations, $50 million from the Available University Fund, and another $225 million from Revenue Financing System bonds. The board documents state plainly that this $225 million of debt will be repaid from designated tuition and parking revenues. McCombs’ own project announcement confirms the $425 million total and the $225 million financing size.

This doesn’t mean every dollar of tuition flows directly into the garage, or that parking revenue pays only for the garage. But it does mean the garage isn’t a private investment isolated from the rest of the university’s finances. The cost ultimately enters the university’s overall financing and resource allocation.

The question most worth asking isn’t “did somebody steal money”

An outlier is not evidence of corruption. It could come from a reasonable but undisclosed engineering and accounting allocation, or from an extremely expensive design choice that decision-makers considered worth it.

What really needs to be made public:

  1. The total floor area of the two below-grade levels, and how much of it actually serves parking;
  2. The garage’s cost per square foot, not just per space;
  3. The individual amounts for excavation, foundations, superstructure, waterproofing, and mechanical-electrical systems;
  4. Which costs serve only parking, and which also serve the building above;
  5. The GMP and schedule of values under the Construction Manager-at-Risk contract;
  6. Why the school chose to build 164 underground spaces this expensive, and which alternatives were evaluated.

The alternatives aren’t mysterious: build fewer spaces, use existing garages, provide low-cost parking on the campus periphery, strengthen shuttle and public-transit subsidies, or keep the below-grade space for teaching and equipment uses that are harder to replace elsewhere. Every option has a cost, but at least each should be placed on the same table as the $20.81 million and compared.

Conclusion

“A parking space for $127,000” sounds like a joke, but it really is the budget metric UT System itself published.

It doesn’t automatically prove anyone stole money, and it can’t be reduced to “two white lines are worth $120,000.” But it is already enough to constitute a clear cost outlier. Especially when the official figure is double the high quartile of high-cost national projects, “underground parking is expensive” is no longer a sufficient explanation.

UT should publish the cost allocation so the public can see clearly whether this $20.81 million is buying 164 parking spaces, or quietly absorbing a share of underground work for all of Mulva Hall that was never properly named.

Until an answer appears, the most precise question isn’t “why is one white line so expensive,” but: why is the university allocating enough capital to put each underground space in Austin’s affordable-housing price range?
