Benchmark Radar Day 8: Stabilization and Minimum Fixes

A quiet day after the registry explosion. Day eight stabilized the pipeline with two precise fixes.

What shipped
Second pass appended, not replaced. When the radar runs twice in a day, the second pass now appends to the existing record instead of replacing it. This preserves the full day’s collection rather than losing the morning run.
Schedule latency warning scoped. The warning about schedule latency now only fires when the queue is actually pathological, not on every slight delay. This reduces noise in the CI logs.
Why it matters
After the massive day seven changes (registry expansion, taxonomy stamps, version bump), the pipeline needed to prove it still ran cleanly. These two fixes addressed failure modes that only appear when the daily schedule actually runs multiple times per day.
The “append, don’t replace” fix was particularly important for data integrity. If the morning run collected 150 records and the evening run collected 120, replacing would lose 30 records. Appending keeps everything.
